The Demise of the 28-Article Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the announcement of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been contained. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: an extensive attack of aerial bombardment on Kyiv.

The Rhythm of Diplomacy and Destruction

The sequence of contrasting events captured the harsh reality of the outgoing year. By day, political struggles are conducted: hopeful statements are issued from different nations. Considerable effort is devoted on managing certain initiatives. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "resolution".

Nocturnal Warfare

As military strikes unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is equipped to monitor rocket firings from enemy soil, a capacity provided through up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to engage hostile cruise missiles streaked across the sky – advanced fighter aircraft supplied to Ukraine by NATO members.

Soon thereafter, Kyiv's anti-aircraft weapons thundered: several firings fired to intercept a incoming threat. This was a sophisticated defense system at work, presumably delivered by Western nations. Every firing shakes the surroundings, shaking the windows. The instant of fear quickly gives way to sober acceptance: perhaps the approaching threat won't hit its mark this time, preventing destruction from ruin and additional electricity failures.

Persistent Threats

Not long after, a heavy machine gun opened up on a aerial vehicle close by, part of a defensive team – most likely Western-made equipment. Unfortunately, the shots failed to hit the opposing UAV – it continued its flight toward its objective.

Periodically, this continued until dawn. Kyiv faced the early updates: multiple fatalities, destruction and utility failures in many homes as a result of the nocturnal offensive. As typically, everyone still went about their day – experiencing conflict. But those entire period demonstrated Ukraine's critical military reliance on external assistance – a need that neighboring countries are evidently unprepared to fill in the immediate future.

Failed Diplomacy

The detailed framework from US administration provoked deep reactions, controversy and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.

Every new approach from Washington adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually win the battle. This trend will, undoubtedly, continue.

Tactical Assessments

It is convenient to criticize certain parties of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. Washington functions according to a assumption well known to experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The US administration believes that it is unrealistic to force Russia to abandon the areas that it presently holds in Ukraine's southern or eastern regions.

The challenge is that while recognising this factual reality, US leadership does little to discourage Russia, through statements or actions, from thinking that the situation will not evolve additionally in its favour in the near future.

Divergent Views

Therefore, Moscow is certain that time is on his side – that Ukraine and its partners are approaching exhaustion. Their reason to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leadership remains completely certain in the conclusion.

On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing people and territory but avoiding a total frontline collapse until situations evolve in its favour.

Existing Situation

Realistically, there are no real preconditions for a truce. Now, individual motivations are coming into play: political desires to broker a ceasefire and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unacceptable, so that their focus does not shift toward homefront challenges. And although their mission will now be considerably more difficult after current events, it remains very improbable that this will alter their fundamental strategy.

These two forces are guiding negotiations.

Summary and Prospects

It took a only one week to kill the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, recent disclosures, all served their function.

While new proposals based on previous concepts are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and reflect certain reluctance to change the course of events, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the predictable period, largely rely on continued Western support.
